Refined?

Every now and then you will see an empty beer bottle sitting in a parking lot.  But this time it was a cognac bottle.  Is this a higher level of littering?

They look old, but they may just be dirty, used in a demonstration at the Walnut Creek Wetlands park near downtown Raleigh.
